The Council is a representative body of citizens who decides within the competences of the municipality.
The Council of the Municipality of Demir Kapija consists of 9 members elected in general, direct and free elections.
The members of the Council are elected for a term of four years. The members of the Council represent the citizens and decide in the council on their own assurances.
Council competence:
Adopts the Statute of the municipality and other regulations;
Adopts the budget of the municipality and annual account of the municipality;
It determines the amount of own sources of income for financing the municipality, within the frames determined by law;
Establishes public services within the competence of the municipality and supervises their work;
Appoints members in the public service boards that it establishes;
Adopts job programs and financial plans for financing public services, established by the municipality;
Adopts the reports on the execution of the budget and the annual account of the municipality;
Decides on granting a license to perform activity of public interest of local importance, in accordance with the law;
Adopts the reports on the work and annual complaints of public services, established by the municipality;
Decides on the manner of disposal of the municipality’s ownership;
Decides on the manner of performing financial control of the municipal budget, in accordance with the law;
Elect the person who manages the regional unit of the Ministry of Internal Affairs in the municipality, in accordance with the law;
It reviews and adopts the annual report on public security on the territory of the municipality, which it submits to the Minister of the Interior and the Ombudsman;
It may make recommendations to the manager of the regional unit of the Ministry of Internal Affairs in the area of public safety and traffic safety, and
Performs other activities determined by law
If the council does not adopt the reports referred to in paragraph (1), points (7) and (9) may initiate a procedure for carrying out control over material and financial operations before the competent supervisory authority.
The managing person referred to in paragraph (1) item (12) is elected if a majority of all councils of the municipalities, which includes the district unit of the Ministry of Internal Affairs, have voted for him.
